In 1993, the Texas Legislature mandated the creation of the Texas public school accountability system to rated school districts and evaluate campuses. The Academic Excellence Indicator System (AEIS) provided comprehensive reports that include student performance, student demographic, staff and key financial data. During the 2011 – 2012 school year, Texas public school districts and campuses were rated using the Academic Excellence Indicator System for the last time.
In 2009, the Texas Legislature passed House Bill (HB) 3 mandating the creation of an entirely new accountability system focused on the achievement of postsecondary readiness for all Texas public school students. In order for each campus and the district to successfully meet criteria, the approach of assigning accountability ratings based on four performance indexes, awarding distinction designations, and applying system safeguards has been implemented beginning with the 2013 accountability system. Texas Education Agency (TEA) uses this new accountability system to evaluate the performance of public school districts and campuses. Accountability ratings are assigned to every district and campus each year.
In 2013, the Texas Legislature passed House Bill (HB) 5 which requires evaluation of additional indicators for postsecondary readiness and distinction designations. The 2014 ratings include a new postsecondary readiness measure – college-ready graduates.
